The price depends on who does it: a home inspector looks, while a structural engineer measures, analyzes and signs a report.
Inspector or engineer
In Texas, a licensed home inspector's standard inspection includes a written opinion on how the foundation is performing (Texas Real Estate Commission). The American Society of Home Inspectors' standard doesn't require engineering analysis or an opinion on the adequacy of structural systems (ASHI Standard of Practice). Texas engineering guidelines say the evaluation and repair design should be done by a professional engineer licensed in Texas (ASCE Texas Section).
What an engineer's evaluation covers
The Texas Section of the American Society of Civil Engineers defines three levels:
- Level A: a walk-through with an interview and a document review, labeled a report of first impressions that can't imply a deeper investigation (ASCE Texas).
- Level B: Level A plus a survey of relative floor elevations detailed enough to show the shape of the foundation, with deflection and tilt compared against tolerances (ASCE Texas).
- Level C: Levels A and B plus whatever testing the engineer judges necessary, such as soil samples or plumbing tests (ASCE Texas).
The deliverable is the report: a record of the investigation, the analysis and the conclusions (ASCE Texas). Houston's Foundation Performance Association adds that a level survey of the floor gives a baseline to compare against later (FPA).
